摘　　要：分析了黄河流域水资源开发利用工程建设存在的问题 ,预测了 2 1世纪初期沿黄地区国民经济发展对黄河水资源的需求 ,在此基础上提出了“十五”期间黄河水资源开发利用工程建设的总体思路、布局以及工程建设安排的原则。为促进沿黄地区国民经济的发展和西部大开发战略的顺利实施 ,并保障黄河水资源的可持续利用 ,在充分考虑各省 (区 )国民经济发展需要的基础上 ,根据工程建设安排的原则 ,针对不同地区的情况 ,提出了“十五”期间各类水资源开发利用工程安排的规划意见 。The issues in the Yellow River water resource development and utilization project construction have been analyzed and the requirement of the Yellow River water resources of the national economic development of the regions along the river in 21st century been predicted in the paper. On the basis of the analysis and prediction, the overall strategy and principle of distribution and project construction arrangement for the Yellow River water resource development during the 'Tenth Five Year Plan' period have been put forward. In order to promote national economic development in the regions along the river and smooth implementation of the strategy of western China development, and assure sustainable utilization of the Yellow River water resources, under full consideration of provincial economic development requirements, on the basis of project construction arrangement principle and aimed at practical conditions in different areas, the plan recommendation for various water resource development and utilization project arrangement during the 'Tenth Five Year Plan' period is raised with conspicuous points in water saving and water resource optimum distribution project construction.
