摘　　要：作者认为:分级财政管理要求增强省级财政调控的功能。一般说来,省级财政调控是通过包括预算、税收、投资、企业财务、补贴等财政手段来实现的。作者分析了省级调控的现状,并对省级财政调控中若干令人关注的问题作了一些探讨。This author holds the classifying finance management needs to enhance the functions offinance's regulating and controlling as province.In generally,the regulation and control of finance as province are comprised of budget,tax,investment etc.The author introduces the stateof finance's the regulating and controlling as province,and disseuses some questions on the regulating and controlling of clssifying finance.
