摘　　要：农村土地变更和台帐管理涉及到的数据多、要求的精度高，只有使用计算机进行管理才能有效地发挥其作用。建立在业务规则库之上的土地变更和台帐管理系统，不仅保证了汇总精度的要求，而且保证了台帐中图斑、地类、权属和座落之间关系的一致性，能够更好地满足土地部门工作的要求。The land change in the county related to large data need to keep high precise so that the government make decision of land use on that. The land account and land change management system based on the business rule, which assurance not only the statistical precise, but also the unanimity among the area in the map, land type, obligee and site, can better meet the needs of work in land bureaus.
