摘　　要：党委领导下的校长负责制是集体领导与首长负责相结合的管理体制 ,其中党委对重大决策负责 ,书记对决策过程和形式负责 ,校长对决定的执行和结果负责。要进行正确的制度和程序设计 ,既保证党委集体领导 ,又保证校长独立行使职权。Today the administrative system carrying out in Chinese university is that the president is in charge of the university affairs under the guidance of committee of CCP.It is combination of collective leadership and chief leadership.In this system,the committee of CCP is in charge of important decision,the secretary of the committee is in charge of the process and the form of decision,the president is in charge of the executions and results of decision.It is important to construct proper rules and schedules to guarantee either the collective leadership of the committee or the president power independent.
