摘　　要：油气管道一旦发生重大事故,不仅会给业主造成巨大的经济损失,而且也危及到周边社会的安全并造成生态环境的长期性污染。简述了建立油气管道安全保障体系的必要性,并根据现代的安全理念对有关问题作了进一步阐述,提出了该体系的建设构想和实施中需要注意的问题。Oil or gas pipeline engineering is such a high risk engineering system. Once the serious accident happens in it,the consequence arised from the accident not only brings on serious economy loss to the operator but also endangers the surrounding society safety of pipeline and creates a long-term ecotope pollution. The paper gives a brief description of the necessity to establish the safety guarantee system for oil or gas pipeline,and makes further description on relative issues according to the modern safety idea. The author puts forward a establishing conception of the system and the problems to be focused on in implement.
