摘　　要：国外公诉审查制度的设置 ,源于对诉讼公正与诉讼效率的追求 ,体现了对被告人人权保障的重视。我国目前的公诉审查机制在力图消除旧体制弊端的同时 ,却忽视了公诉制度的固有功能和价值 ,因此必须在对比借鉴的基础上进行整体反思与改革。The establishment of the public Prosecution Censorship Systems, derived from the pursuit of procedure's justice and efficiency, embodies the emphasis on the protection of the accused's human rights. In Chinese existing public prosecution censorship system, the disadvantages of the old system are being tried hard to eliminate, whereas the inherent function and value of it is neglected. Therefore, it is necessary to rethink and reform it on the whole based on comparison and learning.
