摘　　要：本文对成功的商洛小额信贷扶贫模式的变迁进行了案例分析 ,在此基础上 ,有异于国家主导论、亲善市场论和市场增进论的观点 ,提出了转轨经济中基于约束条件的政府行为的相机决定论 ,给出了政府介入的方式、退出的条件以及外生的政府行为内生化的路径。This paper makes a case analysis on the changes of the successful Shangluo Model of micro credit for reducing poverty. Dissenting from the viewpoints of state development view,marnet friendly view and market enhancing view, the author puts forward the viewpoint of deciding as occasion demands government behavior on the basis of restraining condition, in transitional economy, gives ways for government to get involved in and the conditions to withdraw from , and points out the road to making the originally exogenous government behavior endogenous.
