摘 要:10kV配电网中性点采用小电阻接地方式运行 ,关键问题是电阻值的选取 ,它涉及可靠性、保护、通信干扰、人身安全等多方面 ,其中保证单相接地故障点处人身安全是首要条件。介绍了深圳 10kV配电网中性点 16Ω电阻接地方式运行条件下 ,人工单相接地故障 ,故障点接触电位差、跨步电位差的实测试验。依据国家规程通过对试验数据的认真分析 ,总结了单相接地故障时 ,保证人身安全的结论和措施。认为保护灵敏度一般能够满足要求 ,对于城区用户 ,不论户内、户外配电装置的单相接地 ,实测跨步电位差、接触电位差都小于根据规程DL/T 62 1— 1997按照较严重条件进行核算的允许值。As for 10 kV distribution network with small neutral point grounding resistor, the key problem is the selection of its resistance, it is relative to reliability, protection, disturbance, human safety, etc.Among them, to ensure human safety under single phase grounding fault is the first consideration. The field tests of Touch Potential Difference (TPD)and Step Potential Difference (SPD) at the point of artificial single phase grounding fault are introduced, which is done on Shenzhen 10 kV distribution network with 16 Ω neutral point grounding resistor. By serious analysis according to Chinese rule, the conclusion and the protection measures for human safety under Single Phase Grounding Fault (SPGF) are summarized. The protection sensitivity is usually satisfied, the TPD and SPD for urban customs under single phase grounding fault of both indoor and outdoor distribution devices are within the allowable values which are calculated by heavy-duty conditions of rule DL/T 621?1997.
