摘 要:系统地分析了电力管理信息系统 ( MIS)建设的特点、本质和问题 ,论述了“低水平重复开发”的主要原因并非计算机技术所致。认为电力 MIS建设将由初期分散式的扩展阶段 ,逐渐进入整体控制的系统集成阶段。指出其根本出路在于 MIS的产品化。为此 ,应该首先具备 MIS产品化的条件 :1用现代管理理念和计算机系统的要求规范企业管理流程 ;2建立专门的电力 MIS建设研究咨询机构 ,研究形成分级、分类的电力企业 MIS产品的方法 ,对于各级电力 MIS建设开展咨询 ;3建设具有全行业影响力的 MIS开发队伍。电力 MIS建设亟待采取一系列的措施 ,使其立项、开发、维护、升级各个环节都能有章可依 ,尽快使 MIS建设本身规范化、科学化 ,少走弯路。The paper concludes with a presentation of a systematic study relating to the construction of management information system (MIS) for power system. The characteristics and the essence of MIS are analyzed. MIS, from distributed extension at initial stage to whole-controlled system integration at present, is gradually growing up. But there still has much low-level reconstruction, not aroused by computer technologies, then the objective and subjective causes of this phenomenon are also presented. The paper emphasizes the fundamental way out for the construction of MIS lies in its production. So, some factors should be satisfied listed as follows: one thing is to standardize the management chart of entrepreneurs in terms of the ideas of modern management and the requirements of computer system. One thing is to set up the special research institutes focusing on how to form the grading and classifying product. The third thing is to construct the influencing development troops for MIS in the whole-trade. Moreover, the construction of MIS needs to carry out a series of measures, which could substantiate the sectors of establishing, developing, maintaining and updating, in particular, to make itself be standardized and scientific.
