生态经济城市的核心是创建生态工业体系

摘　　要：本文对生态经济城市与生态工业的关系进行了理论探讨。把“生态”概念引申为物质与能量在系统与环境之间交换的平衡关系 ,进而阐述了人类经济系统的多层次平衡关系 ,重点揭示了生态经济城市的内涵。指出了工业系统生态化平衡及生态工业体系是生态经济城市的核心 ,并阐明了生态工业体系的主要内容。最后 ,提出了创建生态城市的实践方案 ,即生态工业体系的规划与设计 ;建立和完善生态工艺 ,改进能源的利用方法 ,实现“三废”物质的资源化利用 ,规划建设污染物净化的设施项目 ,设计和实施绿化工程 ,建立完整的环境监测系统等。This paper make a theory inquity into relations between the eco-urban and eco-industry.This word ecology was comprehended into balance of exchanges on material and energy between the systems and environment.Then explain multilevel balance relations on human-being economic systems,stress meaning and intrinsic essence of the eco-urban,indicate that industrial systems and eco-industry systens are the nucleus of the eco-urban,and describe the content of the eco-industry.Finally,make a suggestion on the practice and method of establishing the eco-urban-Planning and designing eco-industry systems:creating eco-technology systems,improving methods for utilizing energy source,implementing resource reutilizing of the three-waste-waste material,waste gas,waste water,layout and plan-making the purification of pollution material,design and carryout afforest project,establishing environment supervise and survey systems.
