摘　　要：城市基础设施建设和土地利用开发 ,是城市经营的两个侧面 :一个负责投入 ,一个负责产出。它们同样必须遵循市场经济的准则。成功的城市一定是按照城市发展的内在规律 ,有目的地建设城市基础设施。只有合理地投资并建立起必要的资金流转程序 ,城市才能健康、高效、持续地发展。The urban infrastructure construction and the land development are the two aspects of urban management: one is investment and the other is outcome, both must follow the market rules. Successful experience of the urban development relies on its internal operational mechanism and infrastructure as well. It is proved that an efficient sustainable health city can be developed only based on the sufficient investment and rational transfer mechanism of resource.
