山东省农村卫生三项建设筹资落实情况分析

摘　　要：文章对山东省农村卫生三项建设筹资落实情况做了调查分析 ,近 10年山东省共筹集建设资金 2 2 75 2 4 .4 7万元 ,对农村三级卫生网的建设起了至关重要的作用。但资金投入方向不尽合理 ,大部分都用于乡镇卫生院房屋建设 ,投入于医疗设备尤其卫生人力建设方面的资金较少。除单位自筹与政府投入以外 ,多数卫生机构没有其它筹资来源 ,并且不少单位存在负债经营现象。建议政府继续增加投入 。The article analyzed the circumstances about raising funds for rural health construction in Shandong province. About 2275.25 million yuan was raised in ten years. The funds had important function for the construction of the medical service net at three levels in rural area. But the aspects of investment were not very rational. Much was used for township hospitals' buildings. Little was used for equipment and personnel. Besides self-financing and government devotion, most organs hadn't other ways to raising funds. And phenomenon of managing in debts existed in some organs. It is suggested that government give more support with stepped-up management.
