近岸海域污染海陆一体化调控初探

摘　　要：近岸海域是海陆交互作用的复合带,防治其污染应该是社会、经济的、管理的综合防治。本文分 析了近岸海域污染海陆一体化调控的机理,并就调控的目标、切入点、动力、方法进行了深入探讨,构筑了海陆一体化调控的模式。The coastal sea area is a compound zone of sea-land integration, where the pollution prevention and control should be an integrated social, ecnomic and administrative one. The paper analyses the mechanism for the sea-land integrated regulation and control of pollution in the coastal sea area, discusses the object, starting point, motivating forces and measures for the regulation and control, and constructs the model for the sea-land integrated regulation and control of pollution.
