摘　　要：天然林保护工程是在政府推动下实施的 ,属于强制性制度变迁。本文分析了这项制度变迁所遇到的阻力 ,天然林区林业职工、林农利益受损和地方财政收入减少是阻力产生的根源。为了使天然林保护工程能够顺利实施 ,笔者提出了减少阻力的对策 。Natural forest conservation projects promoted by the government have seen forced changes in their implementation.This article analyses the resistance that these changes have met with,the origin of this resistance being produced by foresters and farmers of the natural forest regions who have lost out financially.In order to smoothly implement the conservation projects,the author proposes how to overcome these problems and adopt measures to compensate and support those who have lost their livelihoods.
