海南岛:应实现从经济特区到生态经济特区的跨越

摘　　要：在经济特区带出全国实行市场经济体制和全方位开放的崭新格局、实现创办经济特区的第一步战略目标之后 ,“特区已不再特” ,加上浦东新区的创办 ,海南经济大特区的政策优势和体制优势大大减弱。在这种情势下 ,笔者认为 ,海南经济大特区应审时度势 ,不失时机地实现从经济特区到生态特区的跨越 ,切实担负起我国生态环境建设和经济增长方式转变的先行试验的历史使命 ,这是海南经济社会在新世纪发展战略的最佳选择。With the completion of the first strategic goal in implementing the market economy system nationwide and the development of Pudong Area in Shanghai, the advantages of preferential policy and system for Hainan Special Economic Zone have greatly decreased. In such a circumstance, Hainan should strive to transform from the special economic zone to the special eco_economic zone and shoulder the historic duty of implementing eco_environment construction and variation in economic production mode, which is the best choice of development strategy for Hainan in the new century.
