摘　　要：地方自治 ,是欧美资产阶级为反对封建专制、要求参与政权而提出来的。地方自治思想一经传到中国 ,就成了近代社会生活、政治生活当中一个引人注目的论题。 1 9世纪末 2 0世纪初 ,中国出现了一股地方自治思潮。地方自治思潮是中国近代重要的社会思潮之一 ,也是进步、民主思想潮流之一。地方自治改革 ,是清末社会改革中的重要内容。清王朝“预备立宪”中的地方自治 ,是在中国近代民主潮流高涨中出现的。其出现固然有着复杂的历史背景 ,但从某种意义上来说 ,它是戌戊以来中国民主思想潮流的涌动及民主运动蓬勃发展的一个折射。而日本对清末地方自治之理论与实践 ,均产生过重大影响。The thought of Local self government was raised by the bourgeoisie in the European and American countries for opposing to the feudal autocracy and making a demand for participating in government and political affairs.Once it spread over China,the thought of self government became a noticeable proposition in the modern social and political life.From the late nineteenth to the early twentieth century,there appeared a thought of local self government which was one of the important social thoughts as well as one of the trends of the progressive and democratic thoughts in modern China.The reform of local self government was the important content in the social reforms in the late Qing Dynasty. The local self government about Qing Dynasty's preparatory constitional monarchy appeared in the upsurging rends of democracy in modern China.In spite of a complicated historical background,it had,to some degree,reflected the upsurging of the trends of China's democratic thoughts as well as the flourishimg development of democratic movement since the 1898 Reform Movement.At the same time,Japan had an important effect upon the theory and practice of the local self government in the late Qing Dynasty.
