发展风险投资应充分发挥政府的作用

摘　　要：随着计划经济向市场经济的转变 ,大力推进我国风险投资业的发展势在必行。风险投资业发展的初期需要政府的鼓励和扶持 ,政府应在制定相关法律、法规 ,加快市场体系建设 ,实行税收优惠政策 ,开展支持性融资 ,对重大项目实施担保等方面全力支持风险投资业的发展 ,使风险投资成为高新技术产业发展的“推进器”和“催化剂”。With the conversion from the planning economy to the market economy, the development of risk investment must be enforced .At the same time ,the development of risk investment in the early period needs the help and encouragement of the government.The government should manage to support it in all aspects, such as working out pertinent legislation, strengthening and improving the construction of the market system as quickly ,carrying out privilege of revenue ,supporting circulation funds, warranting the most important projects .Risk investment will become 'propellor' and 'catalyst' for the high tech industrial development.
