摘　　要：以德治国作为治国方略提出,是新时期我国执政方式的一个重大转变,以德治国在我国行政管理中的具体体现是以德治政。德治思想作为传统行政文化在现阶段有了新的时代内容,当前,在政府机构改革和依法行政中应当充分发挥行政文化的独特功能,以提高我国的行政管理水平。Governing a country with virtue has made a great change of China governing style in the New Period. The specific embodiment of that is governing politics with virtue. As a traditional administrative culture, the thought of governing with virtue gives a new content. To improve our administrative management level, making full use of the unique function of administrative culture is very important in the reform of administrative structure.
