摘　　要：建设项目竣工验收环境影响调查作为监督环境保护措施实施的有效手段 ,已经成为国家环保总局强制执行的一项制度 ,但在目前环境影响调查的实践中还缺乏必要的理论与方法指导 ,限制了该项制度的普遍实施和作用 .在分析水利工程竣工验收环境影响调查特点的基础上 ,对水利工程竣工验收环境影响调查的一般理论 ,即调查的程序与内容、调查的方法、评价分析的手段等作了初步探讨 ,得到一些有益的启示 .The environmental impact investigation of construction project at final acceptance has been compulsorily executed by SEPA as an efficient instrument to supervise the implement of environmental protection measures. Nevertheless, the implementing effect of environmental impact investigation has been weakened in practice by the absence of its theory and methods. Compared with other construction projects, water conservancy engineering is more sensitive and irreversible. It is necessary to discuss the theory of environmental impact investigation at final acceptance so as to strengthen water conservancy engineering manage-ment. In this study,the character of environmental impact investigation of water conservancy engineering at final acceptance is analyzed and its theory is preliminarily discussed, which includes its processes, contents and methods.
