摘　　要：介绍在水电枢纽开发建设时 ,一定要本着河流资源综合开发利用的原则 ,大力建设和发展航运 ,做到航运与水电开发并举。It is introduced that during hydro-power junction development construction, the principle of comprehensive development and utilization of river resources must be adhered to develop navigation with great efforts, so as to execute navigation construction and hydro-power development simultaneously.
