摘　　要：管理过程学派的管理职能理论存在严重的缺陷 ,主要原因是该学派的研究方法失当。运用正确的方法 ,可得出管理的两个基本要素The administrative function theory of the administrative process school has serious shortcomings. The main cause lies in the inadequate approach in which the school does the study. To avoid the shortcomings, the author, using proper ways, puts forward two elements of administration : the designed scheme and the scheme for execution.
