摘　　要：本文基于对全国31个省市区科技竞争力的综合评价,对河北省1998年科技竞争力排序下降的原因进行了分析,指出科技投入低已成为制约科技竞争力和经济发展的关键因素,并提出了相应的对策。Based on the comprehensive evaluation of 31provinces' science &technology competitiveness,the article analyses the causes why the position of Hebei science &technology competitiveness in 1998declined,then points out that the low level input in science &t echnology is the key factor limiting science &technology competitivencess and the economic development,and puts f orward some strateies.
