摘 要:分析了铁路运价形成机制的现状及存在的问题 ,主张对国家为实现特定社会经济目标的公益性货物运输实行政府定价 ;对铁路运输依赖性较强的经营性大宗货物运输实行政府指导价 ;对运输市场竞争比较激烈且产品价格已经放开的货物运输实行市场定价 .首次提出综合评价调价机制的概念 .以发展论和阶段论相结合的观点 ,提出从前期的“混合型”运价模式过渡到“网运分离”后最终的运价市场化 .By analyzing the present situation and problems of the forming mechanism of railway transportation tariff, this article holds the position that the freight traffic for government achieving specific social and economic goals should be priced by government itself; while the operational staple goods transport that is highly dependent on railway transport should be priced under government instructions; the prices of those goods transport that have intense competitions in transport market and open prices to market should be determined by market. This article puts forward the forming mechanism of comprehensive evaluation for the first time. It also proposes that market will finally decide the transport tariff after separation between infrastructure management and transport operation.
