简论西部大开发中的生态环境问题

摘　　要：生态环境建设是西部大开发的战略重点之一。在生态环境建设过程中，应把农民的生存和富裕劳动力的出路问题置于首要地位。通过调整产业结构和发展小城镇，提高第三产业的比重、城市化水平，引导农民进入第三产业，给农民提供更好的生存空间和发展机会，才能从根本上缓解生态环境压力，增加西部地区人口环境容量，可持续的经济繁荣才会在西部地区出现。Ecological construction is an improtant strategy in the western development.We are supposed to attach the first importance to the farmer's living and the arrangement of the surplus labour.Only by adjusting the industrial structure,developing the small towns,improving the proportion of the third industry and the level of urbanization,leading the farmers to the third industry and supplying them with the better space for living and the more opportanities for developing，can the pressure of ecological environment be lightened,the capacity of people for surrounding be advanced and evduring economical prosperity be met in the western areas.
