试论旅游区规划投资估算编制方法

摘　　要：旅游区规划投资估算是地方政府决策的重要依据之一 ,具有按工程构成分部组合计价、经济指标的个别性、建设周期长、投资金额大、分阶段实施等特点。在编制投资估算时 ,其内容应包括从筹建到竣工验收、投入运行的全部建设费用 ,其范围应包括旅游接待地域范围以内将要发生的建设资金 ,以及在旅游接待地域范围以外为该旅游区服务的一部分基础设施建设资金。以旅游区总体规划为依据的投资估算的误差率一般应控制再± 30 %以内 ,以旅游区详细规划为依据的投资估算的误差率应控制在± 2 0 %以内。The investment estimation of tourism region planning is a fundamental base for the decision making of local government. The estimation covers all the costs occuring through the whole stages of preparation, construction, acceptance and daily operation of the tourism project, the spatial range of the estimation includes all the tourism region and part of the infrastructures that serves the tourism region. The investment estimation for the overall planning of tourism region usually with a tolerance of less than 30%,for the detailed planning, the range is less than 20%.
