摘 要:控制水土流失的关键是科学调控坡面径流 ,径流聚散工程体系是径流调控理论的具体运用。小流域综合治理的核心是解决坡面径流的科学调配和合理利用问题 ,不论是坡面措施还是沟道措施 ,都是依据径流调控理论 ,在径流聚散工程体系中各自起着处理不同地段坡面径流的作用 ,各项措施相互依存和互补。径流调控理论是成功防治水土流失的科学指南 ,是水土保持学科和水土保持事业发展的依据。The crux of controlling soil and water loss is to scientifically regulate and control slope runoff and runoff collecting and distributing project system is the concrete operation of the theory of runoff regulation and control.
