摘　　要：本文通过对各种管理体制的分析与探讨，着力推荐一种灾出行业管理“垂直管理体制”，以使加强河道管理，提高管理水平，保卫河道建设成果，确保防洪安全。Through the analysis and discussion on river management systems, the paper exerts oneself to commend a vertical integration system given prominence to vocation management so that to reinforce the river management, to enhance the management level, to protect the fruits of river construction and to insure control flood safety.
