关于森林经理与社会林业有机结合的思考

摘　　要：森林经理就是通过对森林的调查、区划、编制经营方案 ,进行科学经营管理 ,使森林调整到最大限度地发挥其经济效益和生态效益的状态 ,达到永续经营的目的 ,在我国通过 5 0年的实践曾起到积极的作用。而社会林业是主要依靠社区群众的力量 ,由外来者协助社区群众进行调查、分析、制定规划、参与实施和项目的监测和评估 ,该方法十多年前引入我国。以上两种调查方法各有利弊 ,为了趋利避害 ,提出了森林经理与社会林业有机结合的思路 ,提倡让社区群众参与森林经理调查 ,并提出了具体操作方法。Forest management is,through the inventory,division and management scheme draw-up,to adjust the forest to attain the Common realization of economic and ecological benefits,so as to utilize the forest reserves sustainably.Forest management P1ayed an important role in the last fifty years in forestry development of China.Social forestry has been introduced to China for more than 10 years.The major idea of social forestry is depending mainly on local people.people out of the community facilitate the local people to investigate,analyze and draw up plan.people out of the Community participate in the implementing, monitoring and evaluation of the projects.To combine the advantages of the two methods,the idea of combining forest management and social forestry organically was proposed.Specific operating methods on encouraging the local people’s participation in forest management were proposed.
