摘　　要：本文对《中华人民共和国电信条例》和WTO《基础电信协议》的要点进行了简单的介绍 ,并就其中保护竞争的原则、保障互联互通的原则、中立的普遍服务原则、许可证发放透明度的原则、独立的监管制度的原则和稀有资源分配和使用公正的原则等方面对两个文件进行了比较 ,认为《电信条例》在相关条款中均体现了《基础电信协议》的原则 ,且结合中国国情作出了更加合理可行的规定。This paper briefs the main points of the Telecommunication Regulations of P.R.China and Basic Telecommunication Agreement of WTO, and makes a comparison between two documents on principles of competition protection, interconnection and internetworking, neutral universal service, transparency in licensing, independent regulation and supervision, and fairly allocation and use of rare resources. In conclusion, related clauses of the Telecommunication Regulations embed the principles of Basic Telecommunication Agreement, while being more reasonable and feasible for coupling with nation's reality.
