摘　　要：以设计阶段为重点进行工程造价控制 ,采用技术与经济相结合的作法——价值工程、限额设计、设计招投标、设计监理及设计签证等控制方法 ,并使之贯穿于设计的每个阶段 ,通过各阶段由粗到细、多层次、全过程的投资控制 ,实现有效、合理使用建设资金 。Costs of construction project are controlled emphatically during the design stage,methods of combining technique with economy,which includes value engineering,quota design,designing inviting and submiting bids,supervision and designing visa, are used for management, the methods are implemented in every stage of design;by controlling the investment step by step at different levels through overall process of the project,effective and reasonable using of construction funds are achieved with better investment efficency
