摘　　要：要实现“四荒”资源的持续而有效的利用,必须选择适宜的使用权流转形式,并制定与此相适应的科学的操作规程。本文对“四荒”资源使用权流转的具体形式和操作规程进行了理论分析和具体设计,以期对实践有所帮助。To attain a sustained and efficient u tilization of uncultivated resourc es,the transfer forms of right to the use must be selected properly and scientific operating rules it should be made correspondingly.In this paper,the concrete forms and operating rules o n transfer of right to the use of uncul tivated resources have been analyse d on theoretical basis and designed spec ifically.
