摘　　要：西部地区作为不发达地区 ,其知识产权保护水平较低 ,目前尚不具备统一适用TRIPS协定的条件。国家应当在西部地区延迟适用TRIPS协定 ,通过技术进步和制度演进 ,改善西部地区的知识产权保护状况 ,促进科技创新 。The Western regions is a underdeveloped area of China, its protective level of intellectual property is low compared with the eastern regions, and still has not satisfied requirements for unified enforcing Trips now. Our state shall delay carrying out Trips in the Western Regions, improve protection conditions of intellectual property through technological advance and systematic development, promote innovation of science and technology, and let the West enjoy the well-deserved interests fully after China entering into WTO.
