摘　　要：198 0年在漳河灌区实行的“按田配水、计量收费”灌溉管理制度改革试点 ,开始了湖北省理顺灌区管理体制的工作。目前 ,全省已建立了 130余个农民用水者协会 ,并正在积极探讨和酝酿建立“公司 +协会”的管理模式。It has beginning that water distribute in accordance with the fields and charge according to water measures for irrigation areas innovation experimental unit in Zhanghe Irrigation Area since 1980. Thirty nine water user associations are founded in Hubei province, the new management model of company and association are to be active established.
