摘　　要：为探讨我国科学基金制的建立和完善 ,本文阐述了加强全民科学知识教育 ,增强全民关注科研意识 ;加大基金财政投入力度 ,构筑基金网络纵向支架 ;建立民间科学基金组织 ,构架基金网络横向支架 ;完善科学基金管理机制 ,发挥科学基金更大效益。To inquire into the establishing and perfecting the scientific funds system in our country, it is expounded in this article that strengthening the education of the scientific knowledge in whole people, building up the consciousness of the whole people paying attention to the scientific research; increasing the input dynamics of the funds finance, constructing the lengthways plank of the funds network; establishing the scientific funds organization of the folk, trussing the horizontal plank of the funds network; perfecting the management system of the scientific funds, exerting more benefit of the scientific funds. The reference should be provided for researching establishing and developing of the scientific funds system in our country.
