浅谈政府对燃气市场的管制

摘　　要：燃气行业历来是政府严加控制的行业。上海的燃气行业经过二次体制改革,燃气市场已向多家经营、多元投资、多种经济成份参与的市场格局发展。如何确保政府管制的有效性和行业健康发展的规范性值得认真思考和研究。实行燃气的政府管制是市场经济发展的必然要求。文章引用了国外一些发达国家对垄断性行业的管制实例结合上海燃气行业管制的现状,认为强化政府管制的目的是确保政府对燃气行业的有效调控及其有序、健康的发展。提出了政府管制的对象、主要内容以及管制的手段。Gas industry is always under strict control of the Government. After two phases reforms, Shanghai gas industry sees a market structure trend of being operated, invested, and participated by different entities. Seriousthinking and study shall be carried out on how to maintain the effectiveness of government control andstandardization of its healthy development. To performe a government control on gas is the inevitablerequirement of market economy development. This article combines some practices of foreign developpedcountries' control on monopoly industries with the real situation on the control in Shanghai gas industry and holdsthat the aim to strenghthen government control is to ensure an effective regulation on gas industry so that it candevelop orderly and healthiely It gives hints on main control object and measures.
