摘 要:沿海地区为中国政治、经济、科技、文化的重要区域,但由于地势低平,生态环境极其敏感和脆弱,是中国自然灾害的高风险区。由全球海平面上升和区域地面沉降叠加所致的相对海平面上升已成为21世纪中国沿海地区实现可持续发展面临的重大战略问题。控制温室气体排放,进行地下水资源优化采灌和地面沉降系统防治,提高城市抗灾能力,对相对海平面上升进行战略和政策研究,可以有效地实现21世纪中国沿海地区资源、环境、 经济和社会的可持续发展。The coastal region, where the land is low and flat and the eco-environment is too sensitive and weak, is the significant area for politics, culture, science and technology and is the high risk one for natural calamity in China. The relative sea-level rising, which is resulted from the piling of sea-level rising in the whole world and regional land subsidence, has become the vital strategic problem for realizing sustainable development in coastal region of China in the 21st century.In order to achieve the sustainable development of resources, environment, economy and society in coastal region in 21st century,some measures,including controlling the discharge of greenhouse gas, optimizing the exploitation and artificial recharge of groundwater resources , controlling land subsidence systematically, improving urban abilities of anti-disasters and studying strategies and policies on relative sea-level rising, should be adopted.
