摘　　要：四荒资源的可持续开发利用需要克服目标协同与使用权市场发育两大难点 ,为此优惠政策应实现由启动开发转向目标协同 ,市场建设应实现由一级市场转向二级市场 ,开发规则应实现由政策指导转向法律规范。Continual exploiture and using about four-wasteland resource need conquer two difficulties:aim cooperation and the development of use rights market Therefore,we should turn priviledged policy from startup exploiture to aim cooperation,the construction of market from first-market to second-market and the rule of exploiture from policy guidance to law criterion
