摘　　要：探索中国的城市化道路并把握国际化趋势,从而引导城市的可持续发展,成为摆在所有城市建设科技工作者及管理者面前的一个世纪性问题。该文选取这个题目的一个重要方面即城市综合减灾及其城市建设安全度评估,并从城市灾害现象、致灾因子诸方面予以分析,从而对21世纪中国城市综合减灾建设提出可供参考科学建议。This paperintroduces disaster and relevant efficient counter measures of decreasing disasters in urbanization process. In this paper, according to analogue and social economic effect, planning of disaster can fit in with the multi-level, multi-angle, and multi-purpose for social development needs.
