摘　　要：目的 探索在我国小城镇中如何减少卖淫妇女人群感染性传播疾病的危险。方法 通过干预实施研究,设计在小城镇卖淫妇女中开展干预的目标和策略,并初步评价实施这些干预策略的效果。结果 本文分两部分。第一部分主要报告三个研究现场的背景、研究的基本设计和实施。第二部分,见下期同题（二）。结论 见下期同题（二）。Authors report a three - year operational research to investigate appropriate interventions to reduce risks of STIs/HIV among women associated with illegal commercial sex activities in three rural communities in China. The report is divided into two parts. The background of the study sites, and the design and implementation of the two - phase interventions are represented in the present first part of the report.
