摘　　要：“九五”计划以来 ,国家级的地震应急预案经历了 2次修订 ,许多地方政府 (部门 )的地震应急预案也经历了多次修订。Since the Ninth Five Year Plan, the national preparatory plan for earthquake emergency has been revised for two times, and preparatory plans for earthquake emergency of many local governments (departments) have been revised for many times. The paper discusses some principles and problems (reflected in the work of drawing up or revising preparatory plans) which should be insisted on and deserve our attention.
