摘　　要：西部大开发的先决条件是水资源问题 ,表现在对水资源的需要和其它资源开发对水资源的冲击。根据西部水资源状况 ,指出西部水资源保护要以开发利用与保护并重 ,维护水资源的多功能性 ,流域管理与行政区域管理相结合 ,合理分担水资源保护经费及用水全过程管理为原则。提出西部地区水资源保护的具体措施为按区域管理 ,编制水资源保护规划 ,加强基础信息的收集 。In consideration of the demand for water resources and the impact of other resources development on water resources in the Great West Development of China, the solution of the water resources problem is the premise for the west development. Based on the present situation of water resources in west China, principles are proposed for water resources protection. According to the principles, both development and protection of water resources should be emphasized, the multi function of water resources be maintained, the basin based management be combined with the region based management, the cost of water resources protection be reasonably shared, and a full process management of water utilization be performed. Some specific measures for water resources protection are also proposed, including region based management, planning of water resources protection, strengthening of collection of basic information, and strengthening of legislation for water resources protection.
