摘　　要：In multimedia image transferring, it is necessary to transform analog vedio signal to the input signal that could be used in low bit rate compressing encoding standard. A method is introduced, with which the format of CCIR 601 of the luminance and chroma signals can be transformed into the format of SQCIF.
