摘　　要：本文对淄博市辖内各商业银行 1 999年至 2 0 0 1年中间业务开展情况进行了调查分析 ,提出了淄博市辖内各商业银行中间业务发展的特点及存在的若干结构性问题 ,认为制约中间业务发展的主因在于供给面不足 ,并提出了通过供给面创新提升中间业务水平的基本建议。This paper reviews the off-balance sheet business of commercial banks in Zibo city, Shandong province during 1999 to 2001, to show the structural weaknesses in off-balance sheet business. It is proved that supply side inadequate development is the major constraint and supply innovation should be the basic approach to enhance off-balance sheet business (so-called Say's Law).
