摘　　要：阐述了水环境管理模型的数学结构、含义、模型的基本类型、约束条件的确定和表述方法 ,指出了水环境管理模型类型的选择应视具体区域和具体条件而异 ,对约束条件的分析与确定应作系统全面地分析 ,以保证决策结果的客观性和合理性。给出了水环境管理模型建立的基本程序。Some issues was explicated that are the determination of mathematical structure, meaning, basic types and constraint condition of the management models of water environment. It was point out that the selection of the models has to be based on specific district and cases, the determination of constraint condition has to be analyzed completely and systematically, which is order to make sure that the decision results are objective and rational. Then the basic program setting up the models was given. These are very important to control water pollution, manage water environment and improve biological environment theoretically and practically.
