摘　　要：本文以“东阳卖水—义乌买水”这起全国首例水权交易的案例说明,必须清晰地界定自然资源的产权,同时可以减少有关自然资源交易过程中的费用,使自然资源市场体系尽快建立起来,发挥市场在配置自然资源方面的基础性作用。By introducing the case of water priority爀xchange between Dongyang and Yiwu, the firstwater property right transaction case in China, this paper shows that it is important that property rightsof natural resources be defined and delimitated clearly, transaction costs of exchange courses of theresources be minimized, and a爐ransactional market system of the resources be established as soon aspossible so that the market can爌lay a fundamental role in allocation of the resources.
