摘　　要：文章提出了辽宁临海经济轴带营建的概念和宏观背景 ,分析了经济轴带的线状基础设施、城市化进程、城镇群或城市连绵区现状、资源配置等构建基础 ,并对其营建提出 4点建议 ,即 :突出大连经济主中心地位 ,互补优势、共同发展 ,完善已有的临海线状基础设施束 ,促进生态和社会的协调发展。This paper puts forward a concept and a macro-background of littoral economical belt construct strategy, analyzes the construct foundation of the economical belt, such as linear basic facilities, urbanization process, present conditions of town zone or city's continuous region, arrangement of natural resources. And raises four suggestions about the construction: 1) Give prominence of the economical central position of Da-lian. 2) Complement superiority and develop together. 3) Consummate linear basic facilities of littoral that already in exist. 4) Stimulate ecology and society to develop together.
