摘　　要：云南玉溪市在水土保持监督管理规范化建设中 ,加强法制体系建设、教育培训和宣传工作 ,坚持贯彻落实水保方案报告制度 ,合理征收“两费”,多部门联合执法 ,实行监督执法一票否决制 ,取得较好效果。In the process of supervision and management normalization of soil and water conservation,good result was made applying effective measures such as,strengthening the legal system construction,education,training and conducting propaganda,persisting in report system of soil and water conservation,levying two kinds of fees reasonably,enforcing the law with multi departments' force,and implementing the one ballot vote system.
