摘　　要：征收排污费制度应由有偿性变为无偿性。企业治理达标 ,环保贷款全额收回 ,不再豁免。打破污染源治理专项基金区域管理限制 ,形成资金优势 。Imposing discharge fee system must be changed non-gratuitousness into gratuitousness.In the meanwhile,bringing enterprises under control should be up to the standard.The loans of environmental conservation not only be returned completely,but also not be remitted.We should break the regional special fund management limitation,and form fund superiority,and use it to regional pollution's prevention and harness.
