21世纪中国林业发展战略的思考

摘　　要：为了适应世界林业的发展形势 ,实现我国林业的跨跃式发展 ,对世界林业发展趋势及其对我国的影响 ,中国林业发展的重要任务、发展战略和科学管理等问题进行了探讨。认为当前世界林业发展目标是森林生态长期健康稳定发展 ,我国政府采取的西部开发、天然林保护、退耕还林 (草 )等措施 ,与国际林业发展趋势是一致的。但我国幅员辽阔 ,森林生态系统的重建和恢复 ,是一项长期艰巨的任务 ,我国林业长期处于计划经济体制和管理模式 ,也待加以改革 ,以适应市场经济体制 。In order to fit in with the developmental tendency of wold forestry and, to realize jumping development of Chinese forestry, discussions are given to the developmental tendency of wold forestry together with its impact on China, the major tasks of Chinese forestry development, developmental strategies and forestry management. The goal of current wold forestry development is to guarantee forestry ecology to development healthily, stably for a long time. The measures given by the Chinese government like Western Development, conservation of natural forests and replacing cropping with forests and grasses are identical to the wold forestry development tendency. However, with the vast territory, the rebuilding and resuming of Chinese ecological system is a arduous task for a long time. Chinese forestry has been managed under planned economy for long time. So reform is vital to fit in with market economy, and thereafter to realize sustained development of Chinese forestry.
