邱北县“天保”工程实施管理初探

摘　　要：文山州邱北县森林覆盖率达 5 3 2 1%。其林权关系比较复杂 ,境内包括了原江边林业局、清水江林业局、南盘江林业局等 3个森工局共 7个林场。在天保工程建设中至 2 0 0 0年 9月完成了省属森工局的属地移交工作。从 1998年开始进行“天保”工程试点工作 ,并取得了阶段性成果 ,包括 :全面停止了天然林采伐 ;强化了森林管护 ;分流富余人员 ;较好地完成了公益林建设。然而还存在如下问题 :①管理粗放滞后 ;②管理体制尚未理顺 ;③农林争地矛盾突出 ;④设备老化陈旧 ;⑤缺乏科学规划 ;⑥地方经济困难造成债务危机。针对以上问题 ,提出了今后的奋斗目标。Qiubei county of Wenshan prefecture holds the high vegetation ratio of 53 21%. There are seven forest farms respectively belonging to three forestry in dustry bureau of Jiangbian, Qingshuijiang and Nanpanjiang in Quibei county, and the forest land tenure of the county is complex. In compliance with the requirements of Natural Forest Protection Project, up to September of year 2000, the apanage of those forest farms was devolved on. The pilot works of Natural Forest Protection Project in Qiubei county was started in year 1998, some achievements were obtained including stop logging, strengthen forest management and protection, allocate redundant personnel and construct public benefit forests. The existing problems were: 1) extensive and lagged management; 2) disordered management mechanism; 3) conflict between agriculture and forestry on land; 4) aging and dated facilities and equipments; 5) lack of scientific planning; 6) local economic difficulties and debt crisis. The goal, construction tasks and suggestions of Natural Forest Protection Project implementing in Qiubei county were put forward.
